I'd actually like to delete this thread because I'm already telling evga in messages all my specs and what I've done.
Edit: But there you go not sure what that might change, whip up some more ideas for me please.

I've pre-ordered an EK WB and BP but hope to run on air for another week or so before adding it to my loop, your problems cement that need, so that's some great advice in this thread despite being pounced upon when I entered the room. ;)

I did get into the BIOS with a five series card, I made the change to the pcie slot to gen three, but the card still doesn't do anything. I've also been told some of these riser cables are finicky with which models of gpus they like to work with... So that's where I'm at still nothing

But your 5 series card works fine with the same riser cable in the same pc that the 3000 series won't?

I'm going to have to deconstruct my loop to do this. why don't the fans turn when it's plugged into the pcie slot on the riser cable but they turn on (2 of 3) when it's not in the pcie riser cable but has the three power cables attached? No res light when I did that

I called and told them that I got it in the old build and it gave me the same red light, they are rma'ing it. Thanks for all the suggestions in here and sorry for loosing my cool.

Yes glad you got it figured out and have started the RMA process.

Electronics being DOA happens - who knows, this card coulda been from the same batch as a slew of others that all had similar failures "within hours" or right away, we'll never know, and it's very likely eVGA will never post an official statement about it unless the amount of failures actually exceeds their tolerance "spec", which I don't think it has.
I get where you're coming from, and it does seem like the QC/QA process on these boards is sub-par, but again I'd remind you, what we see on the forums is but a subset of the folks with cards, and the majority of people with no issues will never post about the fact that they're not having issues... whereas the vast majority of people that DO have issues WILL post about it, be it here on the forums, on Reddit, or online reviews, etc, so we're always going to see a magnified amount of people with problems, whether or not the issue is actually wide spread.  Not saying I believe this is or isn't widespread, just sayin' what we're dealing with.

Well, I can certainly say that as a person who is expecting my 3090 FTW3 Ultra to be delivered in a few days, reading about all of these card failures is extremely encouraging... /s
