Bad GPU or Bad Driver?

Hi there,
I'm trying to help my father fix an issue with his computer. Recently we upgraded his motherboard and CPU. But he kept his EVGA 1660 xc ultra. When he runs Rise of The Tomb Raider it showing some artifacting from the bottom left corner to the top right corner. A straight line of white dots. Then the game crashes. It Then shows this error message.

 
We tried reinstalling his gpu drivers. DDU and all that. This isn't my first rodeo. Tried rolling back to an earlier set of drivers, but it always tells us they're incompatible with windows. Even the very same, current released drivers, it says they are incompatible with windows. Yet if we install them with Geforce Experience, they install fine. It's so strange.

The game then crashes moments after seeing this. Is the GPU faulty? Or is it a bad driver? Any ideas at this point could help. Oh and he's currently using 430.86 with windows build 1903. I mention the windows build because it seemed to be a fairly new version.

    Well, GeForce exp is def not doing you guys any favors, so install with it then remove GFE by hand yourself.... while your in there pull the telemetry file too! The error is pointing at that the graphics settings your running are too high for the cards amount of ram you have. Turn down some of the settings like textures and shadows and see if it helps.
     You guys didn't turn your paging file off did you?

    Probably. 
    DXGI Error is one of recognizable errors for unstable graphic cards.

    Hi, thank you for your input. Yeah I didn't want to use Gefore Experience. But it wouldn't give me any other choice. So I didn't believe you about using too much vram at first, but we turned down the texture quality, and that seemed to stop it. I guess this game can push into the 8gbs of vram area. Which seems really crazy to me. But I swear, before we changed the motherboard and CPU, the system handled Rise of The Tomb Raider at higher settings. Thank you again for your advice. :)

    Other than it just not working, are there any other errors I should look for to tell if it's a bad gpu? It seems to be running now that we lowered the game settings. But I still find it odd. It ran with higher settings with the old motherboard and cpu. I guess I'll just keep a look out if any other error pops up. Thank you for your input. :)

    Using too much vram wouldn't cause artifacting. Put the game back to the higher settings that make it artifact, and then use msi afterburner to set the core and memory clock to max negative values. Now see if it artifacts with the card underclocked.
