Hello. My experience with 2.17 is bad. I can't do static overclock i have 13900K + Z690 Dark. I try disable all power save things in bios. And in windows i have High power plan. And CPU jumps from my 5.5GHz down to 4.8GHz. So i flash bios back to 2.13 and static OC works as it should. I have same settings in 2.13 and 2.17. And 2.13 work fine and 2.17 don't. Is there some secret setting in 2.17 that i am not aware of? Or is it possible that 2.17 has some bug?

Did you leave the intel defaults setting enabled? It overrides the other power limit settings when enabled.

No i didn't enable any intel stuff.(if you use Intel default you can't properly OC)  I just wanted to use this bios because it contains the new microcode. Even if you don't use Intel default spec, the microcode should help from future degradation right?

That's pretty much the objective from Intel with the latest microcode. To save some of the CPU's with the issue of degradation, Intel set the default BIOS to stop the higher voltages that were previoulsly being used.  So now in order to OC, you have to disable the Intel default settings.
 
If you disable Intel's default settings and do OC, you would want to manually set voltages as low as possible for stability of your CPU and to limit chances of degradation.  To directly answer your question, no, if you disable Intel default BIOS settings in this latest MC update, and you don't manually reduce the default (auto) voltages affected, the latest MC won't do anything it was designed to do.  That's the way I interpret it and my 2 cents...

If i remember correctly in old microcodes, there where bug that causing weird voltage behavior, the new microcode should fix that + intel default profile should just run CPU within intel spec. So if i use manual OC, that means i can run cpu outside of intel spec and of course with high voltage i can kill it (as with every other CPU). But with some decent OC there should be no harm and that weird Voltage bug should be fixed.
 
But this still doesn't answer my question. Why on 2.17 with manual oc CPU jumps from 5.5 to 4.8GHz and on 2.13 it stays on 5.5 all the time as it should ?!

When you are using BIOS v2.13 and OC'ing, do you disable C-States?  If so, that's most likely your issue. I believe in Intel's latest MC, they disabled the ability to disable C-States.  Some board mfgr's removed the setting altogether and some left it there, but disabling it has no impact.  I don't know what EVGA did in their BIOS, but ASUS left the setting in place, but it does nothing.  If it's not the C-Sates, then with the info you provided so far, I don't know the answer.
 
I have C-States disabled in my ASUS BIOS right now and yet my CPU clock speeds still drop to a low power state when idle.

The "Intel default" setting is enabled by default in the new bios. You have to go into the advanced cpu settings and disable it manually if you don't want it to power limit on you.

So I am on 12900KS and have been using bios 1.15 for a while, do I need to update to the new BIOS or is this not going to affect my CPU? 
 
Isaw the wording that it is only tested on 13th gen but current Windows 11 suddenly is not playing nice with my old power plan and Im wondering if its because I am on old microcode
