B Stock 3070 FTW3 Ultra Occasional Stutter

Preface: Windows 10 22H2
CPU: 9700k stock
MOBO: Z390 Gaming X BIOS: F10
GPU: 3070 FTW3 Ultra (B Stock) VBIOS: 94.4.46.40.7f
PSU: 750 G3
Ram: 3600 CL 18 4x8 Corsair Samsung B-die
Monitors: 1 DP (tried switching DP ports as well) and 1 HDMI
 
I just received a B Stock 3070 FTW3 Ultra and at first I plugged it in and ran Over watch 2. It was a stutter fest so I DDU'd in safe mode, updated all drivers and retried. Majority of the stutters were fixed, but there's still the occasional stutter in game. It doesn't happened often in OW2, but in bigger, more demanding games like BFV and Hell Let Loose, the stutter happens more often. in BFV's case, the stutters make the game unplayable. So far, the only game that's intensive that doesn't stutter is, outside of loading new areas, is Metro Exodus EE. I'm thinking it's a card fault as I had a 1080 ti before and these issues didn't exist.
 
I updated to latest drivers, I DDU'd again, this time uninstalling afterburner, x1 and riva beforehand. I followed the steps to enable re-bar. I turned on GPU scheduling. I specifically set PCI-E to Gen 3 instead of auto. Checked power plan for link power management. Turned off game mode and DVR, though these things didn't cause issues with the 1080 ti. The only things I haven't done were clean boot/install and VBIOS flash.
 
Does anyone have ideas what could cause this, before I try the extensive troubleshooting from the guide?

    wow, that's quite a list for troubleshooting ! 
    How about try the 3070 in another pc.... ?
    How do benchmarks compare to others using same
    specs with the 3070... and temps

    10700, msi z590 mb ,16gig ram, 3070ti ftw3 ultra, win 10  , crucial m.2's

    In OW2 with a 300 fps lock, temps get to 66C with other sensors staying around or lower than this. Userbenchmark rates it as average, 3D Mark shows no issues and gives a GPU score as average or above. I have no other PC to test this card on.
