850 G2 may have issue, question on testing

My PC for the first time won't start up. MB is Gigabyte X570 Master using a 5600X, 1080Ti, this has been working fine for about 6 months.

The RAM lights up, but no fan.

My question is, I used my DMM, and have no voltage from the CPU harness, I used a spare harness to check. However I also went to check the 24-pin using the jumper, but my 24-pin jumper connector has the wire connecting the 3rd and 4th pin, not the 4th and 5th. This is the connector that came with my PSU.

So I went to check the box my 750W PSU came in, still EVGA, that jumper connector is the same, jumps the 3rd and 4th pin.

If all the videos and threads say to jump the 4th and 5th pin......what is that connector for?

Please advise.

    After some more diagnosis, the issue seems to be with my graphics card.

    I'm using a Gigabyte GTX1080 Ti 11GB, when both the 8-pin connectors are installed, the PC won't work. The 8-pin on the end is fine, the 8-pin socket to the left, when connected, will not let the PSU start up.

    When I have the PSU feeding the 8-pin socket on the end of the GPU, the PC will fire up but naturally no pic on the display with only one 8-pin connected.
