3090 FTW3 Hybrid- GPU clock stuck 210mhz

Recently RMA'd a card for a bad PCIe connector port.
Now the newly recieved card is stuck at 210mhz.

It appears to be throttled at something.
I've tried new VGA drivers, defaulted my cmos, new cables, tested the mobo pci slot with an old 1080 gpu.
At this point I'm utterly lost at additional steps; and this doesn't seem common on the forums.

    Try the other vbios that the card comes with. Try reflashing the card. If those don’t help fix the issue you’ll need to rma again.

    Nothing worked; ran through the gamut on it no change; requested a RMA again.
     
    3Dmark score was 3046; user: Black34.
     
    Even just playing with the X1 app; the card wasn't functioning correctly requiring +1000 on the GPU Clock to hit 1200mhz in theory; and target power was stuck at 248% which shouldn't be possible on the app as it caps at 119%.

    I have exactly the same problem. My FTW3 3090 is stuck at 210 MHz. It will temporarily boost higher but snaps back down quickly. 3dmark scores are super low. Time Spy in the 4000-6000 range, coming from 2080ti's in SLI at 24,000. Ive tried everything. Im on a 1600W power supply, its getting plenty of juice. Ive flashed both BIOS's, removed all instances of X1 and Afterburner, removed and clean installed Nvidia drivers, etc. Nothing works. I have it hardline water-cooled and I've checked all the thermal pads and temps and everything is great. temps are around 30-34C idle, and max at maybe 60-65C. I had to RMA it also. Ill update when the new one arrives after tomorrow.
