3090 FTW Ultra fans not spinning

Just installing the card that came this morning in a new system so no OS yet. I noticed that the fans on the card are not spinning at all although the card is cooking hot without anything attached. Is that normal?

    The fans won't turn on until the card gets to like 60c. Define cooking hot.

    And if you don't like the 0dB mode, switch the VBIOS selector on the side of the card to OC from the normal position and reboot (or do it with the computer off). It sets a minimum 33% fan speed, and a more aggressive fan profile. (it doesn't actually overclock the card anymore than the normal VBIOS does, they just chose to name it OC)

    If you want to not have the fans "turn off" below a certain temp, which is how they are default, switching to OC mode on the BIOS switch, as Arestavo pointed out, will default the fan curve upward & let the fans bottom out at a quiet but cool (idle) running 33%.  That's one easy way to solve any concerns.
    I just setup a custom fan curve.  0% fan speed under 30C (where my card sits idle, 26-29C), ramping up to 33% above 30C, then 50% above 45C, then 80% above 55C depending on load temps seen on the GPU readout.

    Having similar issues. Fans work outside of load but in load I get 0% 0% 100% and the card reaches 90C and downclocks itself. I installed the latest drivers and tried OC and not OC. Fans just don't spin in Load.
