3080 ftw3 ultra gpu clock stays at 1800 at idle and draw 100w power?

Something must be wrong here. My 3080 ftw3 ultra clock stays at 1800 even when idle. I have to reinstall graphics driver to correct this. But once I run AC Valhalla benchmark, the gpu clock will stay at 1800 after the quiting the game, and it stays so even after restarting the pc. My 3080 constantly draws 101 watt power at idle.
 
How can this be fixed? 
 
Anyone else having this problem?

    It turns out that my AC Valhalla game files were currupted. Once the files are repaired, my 3080 gpu can down clock to 200 again when idle. Problem solved.
