With enough power going to the card for it to have red lights.. if its not dead now it will be at some point.  I agree with other posters, setup an RMA.  Also buy some certified PCI cable full replacements and make sure your using separate cables for each PCI connection.
 
For reference, with my card, my system is plugged into a UPS, it is shutdown when not in use, my keyboard and an internal display on my MB still maintain power and run some rgb and some digital signage.  My GPU does not have any lights.  I keep it in that state.. no issues.  going on 8 months with the current MB and case and PSU... and Power backup.  My UPS is just a simple 1500 VA.  For power regulation I recommend a 1500 VA or better.
