I have two issues/questions I'm hoping someone can answer:
1. My 2080Ti XC Gaming fan is clicking. I assume this is the bearing elements colliding. Can anyone point me to a replacement fan?
2. I'm showing hotspots of up to 95 C. My understanding is that temps over 90 will cause damage. Is this correct, or am I ok? I don't want to have to replace a failed card in this market, I don't want to give anything to the vultures. I'm willing to replace my thermal paste if necessary, but I'd rather not do that either.

If you remove the fan by removing the screws connecting it to the heatsink (find teardown video that is almost certainly on YouTube) and look at the part number on the sticker on the back of the fan, you are almost sure to find a replacement fan for sale on AliExpress.com
Since I don't know your fan's part number, I can't give you a direct link, but for example:

But be sure to confirm the part number matches the part number on the sticker on the back of your fan! (don't just go by appearance or what model they claim it fits)

Replacing thermal paste usually solves GPU core hot spot issues. Over time, thermal cycles cause the thermal paste to pump out as thermal expansion and contraction occurs. This causes voids and hot spots. It is completely normal to need to replace thermal paste periodically in order to solve this exact sort of problem.

my EVGA 11G-P4-2382-KR 2080Ti XC Gaming  --> contains two fans, that are different by power cord length at a minimum
 
  the fan farthest from the Video output, I have the information handy from the sticker on back of fan: (shorter cord of the two)

Thanks for that info. It's a relatively constant clicking, but only occurs intermittently. I'm a mechanic, so I'm used to ball bearings with element separators (cages), this sounds exactly like two of the rolling elements (balls) clacking together in the race, but I'm not sure if these bearings are constructed in the same way. I'll try to keep an eye on fan speeds when it happens, but it's always been the same work load when I notice it.

these fans do not have BB ...
 
With all power removed .... turn the two fans
 
1) they should feel the same
2) they should free spin, for about the same time, when you flick
 
If you remove the GPU (after unplugging PC) .... look to confirm the fan power cords are not making contact with the fan ... they should be captured by the heatsink
 
RE hot spots ..... what is the reported item ?

Good point, I assumed based on obviously flawed memory. I haven't even confirmed it is the GPU yet, I'm just assuming based on my other incorrect assumption. My first thought was a wire interacting with the fan blades. When I get around to it, I'll pull the card and play around.

I've had factory TIM jobs that were not the best & reapplying TIM on this 2080 Ti helped temps & stability issues
 
(those matching gaps on both parts, in the Gray colored TIM are BAD news - "dry spots")
 
even though there is plenty of TIM, you can see the excess on the edges of heatsink, it apparently was not placed properly for good coverage

It's interesting. A disproportionate amount of my career has been involved in lapping, grinding and the metrology of flatness/roughness. These parts are obviously not match lapped, but they should have a little better contact than this. I expect the excess at the edges, but there are some heavy deposits in that picture.
 
Is paste acceptable as a replacement for the thermal pad on the memory, or do I have to buy replacement pad?

reusing existing pads is OK - unless they are damaged
 
FYI ... you just "need" to remove the 4 spring screws to remove that heatsink & reapply TIM to the GPU ..
 
- all of those dry pockets, is exactly why I prefer the spread method of applying TIM om my GPU ... you Need 100% coverage on the Die
 
Room Temp & case airflow are also important things to look at.

It's normal for paste to migrate from the middle to the edges over time. After a year or two, no matter how perfectly you applied it, there will be voids in the middle and excess at the edges (what used to be in the voids).

Air gaps ..... the shiny metal & die - indicates it Never had contact with TIM
 
I don't disagree that TIM can migrate ..... though GPU heatsink mounting with those spring screws, do seem to limit the squeeze ... not to mention they hang upside-down in a typical MB
