2080 XC Gaming Card: Issues with the Fans

Hey EVGA, I have a couple concerns regarding a 2080 XC Gaming I purchased. I noticed when gaming (The Division 2 and RDR2) sometimes the GPU Fan1 will go to 100% as expected, but Fan2 will bob up and down in RPM like a yoyo. Additionally, I noticed when one of the fans slows, and it just started doing this, it sounds like it might be hitting something. Sounds kinda like if you've accidentally put something to close to a box fan and took away super quick. Should I be concerned about the fan that makes that sound (because it doesn't sound good) and is there a way to sync both fans so they ramp up and down together?

    Same issue here with a 2080 FTW3 hybrid - under load, the radiator fan is constantly zipping up and down by about 200 RPM every half second, and changing the hysteresis or fan speed update period settings has no effect

    update to my version of the issue: this only seems to happen with Auto fan controls.  If I turn off Auto and select a manual fan %, it stays relatively stable (within 50 RPM of the chosen speed).

    Well, like having PWM fans, I like an auto control for convenience. This would be disappointing if this is the only way I can get both fans to sync. EVGA?

    So with Covid, I wasn't able to get everything done and still rely on my computer for work. For those checking on this thread, they asked me to do some things including using DDU.
     
    As an update, I've tried DDU and updated drivers, etc. After doing so, the issues persisted. I was so frustrated that I just gave up and  cranked up the volume on my headset and tried to ignore it. I'm at a point now that it really, really sucks.
     
    I recently purchased a Ryzen 7 5800X, MSI B550 Gaming Edge Wifi and 3600 DDR4 RAM. So that brought me back into doing some testing, first with the CPU, and now with this card and the latest version of Precision X1 downloaded. I've noted the following while testing/gaming on my current setup:
     
    -Regardless of what type of fan curve I set, even custom, the fans eventually peg to 4000rpm and stay there when in-game. If I set to quiet or stealth presets, fans still ramp up, usually to 4k solid under load, only coming down during cutscenes or menu screens.
    -This behavior persists even if I set frame limits. The attached photo shows the benchmark run from The Division 2. I've taken the recommended GeForce Experience Settings for Div 2 and reduced them. I've set the frame limit to 80. Still 4k dual rpm in game.
    -I've even switched cases to a Coolermaster NR600. Even under load, the 5800x never goes above 60-65c, typically lower at around 57c.Case cooling is not an issue.
    -I haven't heard the fans grinding when slowing down from max RPM...but maybe they've just ground done whatever they were grinding against.
    -I've also noticed that when setting the fans to 100%, that's actually around 3500rpm per the X1 tachometer...then they ramp up an additional 500 rpm to 4000rpm for some lovely jet engine like sound. They then will bounce between 3500 and 4000rpm (again per X1 tachometer).
     
    So to recap or TLDR for the kids:
    -My GPU ignores any type of fan presets. Ramps up to max rpm quickly and either pegs at 4k rpm or bounces between 3500 and 4000. Even if I set X1 to the "quiet" or "stealth" presets, I get the jet engine max rpm. I don't think this is normal.
     
    I've submitted another ticket, but it's been three days and no response except for the standard automated response from EVGA.
     
    I've enjoyed the performance of the card, but the ear splitting noise at 4k max rpm all the time isn't fun. At 3k rpm, it isn't bad and 3500 is relatively tolerable, 4k is way too loud and there's no way to keep it below that rpm it seems. Please help.
