It appears EVGA uses a two-step billing process.  They don't actually record your card as a sale initially, but rather they request an authorization transaction with the credit card provider, mainly to confirm funds/credit.  Vendors like EVGA can actually hold for up to two weeks before issuing a "capture" transaction with the credit card provider, which actually initiates the sale and transfer of funds.  This two-step billing process is popular with merchants that prefer to authorize first, then utilize another vendor to perform fraud prevention analysis.  Once the fraud analysis completes cleanly, the "delayed capture" transaction is issued.  The "capture" transaction can be automatically performed or manually initiated by a human being, depending on how sophisticated (or not) the billing system is.  The time needed for the vendor to do the fraud analysis depends on the vendor/technology chosen; it can take a few minutes or hours depending on whether the fraud analysis service is accessed real-time or batched on some ongoing schedule (real-time costs more).
