1080ti FTW3 Hybrid fans

So recently my graphics card has been acting weird. I usually use CAM to monitor my hardware and lately it hasn't been working properly so when I noticed my CPU and GPU fans not having any recorded movement I thought nothing of it because I can clearly see them moving. Well today I notice the idle temps much higher than they should be so I opened PrecisionX OC and HWMonitor (which is a fixed reading and gives no variance at all) and there is only the PWM gpu fan giving any reading at all. I can adjust them all in PrecisionX OC and I can hear them turn up but they still report zero rpm and even changing fan curve profiles doesn't adjust them at all. This is a FTW3 card with a Hybrid cooler put on it if that makes any difference, though it was working as it should for weeks before that. I dont know if I am missing something but I am at a total loss as of now.
  
 This image reflects idling with a temp of 42C. Thats 19C above ambient and the PC is in no way suffocated.

    The gpu fan rpm's can be viewed inside precision xoc's hw monitor. The reason your card is running hotter is because it's clocked up at idle.
     
    Here are the top causes of why a GPU would run at full clocks at idle...
     
    #1 You're running multiple monitors. Fix: Enable mutil display power saver using nvidia inspector.
    #2 Your machine has a virus. Fix: Scan computer using malwarebytes.
    #3 One or more programs running in the background are using your GPU. Fix: Perform a clean boot of windows.
    #4 Power management mode inside the nvidia control panel is set to prefer maximum performance. Fix: Set power management mode to adaptive then reboot your computer.
    #5 Running a resolution of 2560x1440 @ 144Hz. Fix: Change refresh rate to 120Hz.
    #6 K-Boost is enabled inside Precision X. Fix: Disable K-Boost.
    #7 Shadowplay is enabled inside geforce experience. Fix: Disable shadowplay inside geforce experience OR completely uninstall geforce experience from your machine (highly recommended)
