1080Ti ftw 3. Fan closest to the hdmi ports wont stop spinning.

Title says it all. Here is a screenshot of my settings. I'm also curious what the locks are under G, P, and M.

    Welcome to the forums..Can't see your attached image for some reason.
     
    Sounds like either the little 'Dual BIOS' switch near the PCIe power connectors is in the Secondary/Slave position, or the GPU temperature is high enough (about 60C, I think) to keep the fan running, or you have a fan profile set in EVGA Precision to keep it running.
     
    The 'locks' under G/P/M fans in EVGA Precision?..That links the fans together or unlinks them.

    I was in slave changed it to master and that didn't change anything. you might be able to see the image now I edited my post. My profile is set to come on at 60C, its not anywhere near that.

    Weird.
     
    The horizontal dotted yellow line at the bottom of the Fan Curve Editor is the minimum allowable fan speed and won't go below that even with a Precision fan curve..Looks like it's still using the fan curve of the Slave/Secondary BIOS..After flipping the BIOS switch, restart your PC..Also, if you flip the switch and shut down/cold start your PC again and you have Fast Startup (Windows 8/10) enabled in the Windows Power Options, it won't take effect.
     
    You have the P (Power) and M (Memory) fans linked (little link buttons you can click on below G/P/M fans) to the G (GPU) fan, and Auto fan speed enabled (little blue fan buttons above the G/P/M fans) so they should all be running I would assume.

    That's all I know about it, but I don't have an iCX card and not totally sure..So, I'll bow out of here gracefully and let somebody else that has an iCX card chime in on it.

    I'll go one further to bob16314 suggestion - which are spot On including Minimum RPM is the Dotted line
     
    Disable Fast Boot & Windows Fast Startup
     
    Turn off the PC - pull the plug - hold power button 30 seconds - plug it in, then restart
     
    I'd also turn off OSD - its know to cause issues for others

    Fixed. I tried turning it off and unplugging for about 30 mins last night didn't work. I just tried turning off fast start up but I also disconnected psu from gpu and reseated the gpu after waiting a minute after I took it out. Worked flawlessly, the dotted lines are now at 0 as well. Thanks for the help I have no idea how it managed to get into slave mode. When i bought it, it was in master and worked perfect, thought I had a bad gpu. Thanks for the help.
