130%?

So I have a 680 Sig+ edition and when I load up Precision, the maximum power target I can set is "130%".
 
Is that normal?  I've seen countless screenshots of people with theirs set at "132%".  I know, I know, it's 2%, but I'm curious if that's an indicator that something is wrong with either my driver, my card, or my Precision X program.
 
Any ideas?  Is this how it's supposed to work for the 680 SC Sig+ edition?

    Its normal.
     
    Because 100% on Signature cards is already higher than reference.

    That's what I figured, but I couldn't find it documented anywhere (maybe I didn't look hard enough, idk), so I just wanted to ask and get some confirmation that I wasn't doing something wrong or missing something.
