They probably are, this is the first I'm hearing of a 2080 Super KO--I knew there were lower-end KOs, but not the 2080. From the looks of it, they will be a cheaper version of the regular cards. The shroud and heatsink are not great compared to a FTW3; they're likely just lower bins of the same cards sold for a cheaper price with devious marketing attached making you think that they are 'new'.
 
Edit: They actually have specs for them released, it's basically a 2080 Super FTW3 (non-ultra) 1815 MHz boost. Same amount of tensor cores, Cuda cores, mem, etc. with a 2-slot and 2-fan configuration. It will be interesting to see thermals for this card when it is released.

When can I use my eVGA bucks to buy one off the EU store? My old 1070 SC really needs an upgrade...

Why in the world do the 2070 Super KO Gaming's product specs show it eating 20 more watts of power than the 2070 Super Black Gaming (235 instead 215)?  All the clocks are the same, and it has no laser beams or LEDs.

Using cheaper, less efficient parts?
 
I can't find anything good about the KO yet, seems equal or inferior to the black version of the 2080/2070 supers, and it's not even cheaper like the 2060 KO was compared to the non-KO 2060.
I don't want to believe they are just added products to drive more sales without having any differences in them, but I can't find evidence otherwise just yet.
 

Very happy with my new RTX 2080 Super KO! Nothing I don't need and all the headroom I could want in a card. Thanks guys!

Don't expect it to overclock exceptionally well, don't expect it to be as power efficient as the non-KO versions, and don't be surprised if VRM blowing up on these cards becomes a trend some time in the future.

Absolutely , I picked one up and it has done surprisingly well.
was able to achieve great frame rates on Modern Warfare with everything cranked up and rtx on.
Placed pretty high on superposition leader board <high settings>,
pretty low temps idle , and 97% utilization 22/61

verifiable.
Performance wise has placed pretty high on global leader board for super position / high setting table 
in short waited to long to pull the trigger on a evga 2080 super ftw 3 <3 fan solution> and this is what I was able to get , $79 less and put up against that 2080 super ftw 3 , no real loss for the savings.
also just wanted to point out even paired with 4 year old tech its did very well,
