EVGA x99 Classified: Windows reports wrong amount of Installed RAM.

When I first built my rig I started off with Windows 7 sp1 and I hit the same issue and I cannot for the life of me figure this out in Windows 8.1 either. The issue is Windows will not report the right amount of RAM which should be 32 GB. Instead it is reporting 31.8 GB.
 
Bios is up to date at 1.07 and with optimal settings loaded just in case. CPU-Z and Resource Monitor report the RAM correctly and Windows reports no memory errors. MSCONFIG check box for maximum memory under advanced boot options is unchecked so that is not limiting it either.
 
Is this a bug in both Windows 7 and 8.1? Is anyone else hitting this with the x99 and Windows? Any help would be appreciated! This is driving me nuts!

Mobo: EVGA x99 Classified
RAM: 8 x 4 GB DDR4 Corsair Vengeance 2666
GPU: EVGA GTX 780 (6gb)
HDD: Samsung 840evo 256 SSD
Power Supply: EVGA 1300 watts
OS: Windows 8.1

    I tried to post a url link but for some reason it's getting removed when saved.  It's in reference to Microsoft Article ID: 978610 which you should be able to search for... hope this helps.

    I have a Gigabyte X99 UD5 Wifi and same happens.  16 GB installed 15.8 usable.  I emailed GSkill and they say it's normal...OS uses the other .02.

    Yea mine is the same way, 16 GB installed 15.8 usable, I have the Corsair Platinum 2800 16gb Ram

    This is the system usage requirement. It isn't reporting "wrong" as there is a small amount set aside. All systems to this. If you look at the computer properties, it will say 32gb Installed, 31.8 usable. This is not uncommon.

    It is being discussed in a few threads right now, as I think people only notice it when someone else mentions it.

    I just upgraded to BIOS v1.09 and now it says 31.9 GB instead of 31.8...so close.
     
    Could this be controlled by a setting within the memory tab in the BIOS?
     
    All still default settings.

    New BIOS released last week should have that fixed.

    Hey Jacob,

    Thanks for the reply. I did update to the latest BIOS, v1.09, and I am now getting a report of 31.9 GB. I'm curious if there needs to be improved memory compatibility for 2666MHz as well?

    Here are the release notes for BIOS v1.09:

    Improved 2400MHz memory compatibility
    Improved SATA performance
    Improved overclocking stability
    Fix PCI-E event log error

    Something in this update did change how Windows reports usable RAM but didn't fix it completely.

    I got some clarification on this, it is normal as in some cases the memory resources may be used by other PCIE devices, this is the same for all X99 boards.
