I am installing the card in an older PC which is 5v PCI. The card has a universal PCI connector (3.3v and 5v), yet does NOT work in the 5V board.
Is this card only working as 3.3v?

If the card has a universal PCI connector, it should work in either type of slot.  At least that is my understanding of the standard's intent.

Have you verified that the card works with a different motherboard and is not simply faulty?

I do t have another computer to try it in. I suspect it isn't universal even though it has the universal connector.
