Sorry, the BIOS files were correct; I just wrote Ti for some reason.  I updated the post to remove confusion.  Not enough coffee yet...

ok, so i ran the "4888V94027140D5_ovu.exe" file and now the Title Did change, but it says
GeForce RTX 3080 XC3 Ultra Hybrid, but my card is a FTW3 Ultra not XC3, but the bad part is
it seems to be in a restart loop every time i run Precision. when i run Precision i get a warning that says
"a system restart is needed to install the correct firmware update. please reboot before processing." i hit ok
 it reboots, then when i run Precision the same thing happens.

Sorry, that's my fault.  I linked the XC3 BIOS for non-XOC, instead of the FTW3.  I've updated my post above.  Use the BIOS that starts with 4898.

No worries, 1 question before i run them, do i run both files (normal and oc) then reboot, then run percision. or run 1 file, reboot, then run percision. then do the same for the other file?
 

Again, make sure Fast Boot is disabled.  You'll want to run the OC BIOS when using the OC switch, shut down, flip the switch, reboot onto the normal BIOS, and then flash the normal BIOS there.  Once you're done, go ahead and reboot if you want to keep the normal (or shut down and switch over if you want to use the OC), and then launch PX1.  See if everything works at that point.

Excuse me, but can I hear a little bit about the xoc bios for the 3080ti ftw3 hybrid?

ok, I rechecked that my motherboard fast boot was off, both "Msi Fast boot" and "Fast boot" were off.
I did Exactly what you wrote. when i run PX1 with
"Normal Switched" It still shows that I have a "GeForce RTX 3080 FTW3 Ultra" not Hybrid.
"OC Switched" still shows "GeForce RTX 3080 XC3 Ultra Hybrid" and is still stuck in the reboot loop.
I need more coffee for this, lol
