so i turned rebar on and it didnt really make any difference on port royal.  I am starting to think 15k wont be doable with my card.  Maybe my card is not that good.

Hitting 15K or higher on PR was the holy grail for 3090s. Not hitting it doesn't mean you have a bad / dud card.

Oh Okay. I was going over some benchmark scores online and I see that you are correct.  Actually my card seems to be above average from scores people are getting.  Just not holy grail like you said.

ReBar will make a difference if it's really forced on. Try forcing it globally. I had to do that on one machine.

How do you force Rebar on? Through Nvidia Inspector?

Yes, Nvidia Profile Inspector. There are 3 entries under "unknown" that you have to set. There is a button at the top to turn on the unknown section.

I have received a rev 1.0 board thanks to New World.  I started seeing a power draw limit ~450W while benchmarking.

I'm noticing that on TechPowerUp's download page, the BIOS that came on the replacement card is listed under:
FTW3 ULTRA V2
 
The BIOS I'm seeing recommended here (94.02.42.80.27) is for:
FTW3 ULTRA
 
Are there concerns crossing the streams and using the rev 0.1 BIOS on a 1.0 board?

 I would also like to know this as well.  ONly way to hit the 500w tdp is with Vbios  94.02.42.80.27  not with the FTW Ultra V2 Vbios.  Would this void my warranty?

So I just got the updated PCB 1.0 revision. It’s having a difficult time overclocking. Is this due to the bios they have on there? I can barely hit +900 memory clock and +160 core clock. After that it crashes. My .1 card performed better.
