That VBios is on the OC Position right? Well look what happened to me, mine came at 107% PT, same as the non OC BIOS...So as recommended by the guys here flashed to 94.02.42.80.27 and I get 119% PT, then I tried to re-flash the original and still i see 119% PT, so again i tell you this card is so weird...
 
If you have a Black Lips rev 1.0 can you send me that VBios so i test it while i stil have the card? You can extract it with GPU-Z here:

So if I understand this correctly, the FTW3 ULTRA rev 1.0 board is just to fix not being able to hit 500W on the 500W XOC bios? 
I'm on 94.02.42.80.27 and I max out at ~450W board due to power limit cap despite setting power limit to 117%

I did a RMA on my 3090 FTW3 Hybrid back in December when it fried and caught fire playing Halo MCC.  I was trying to see if I would be able to RMA it for a rev. 1 so I did the Furmark benchmark.  After flashing the XOC bios, it was hitting 500w but mainly sitting at 495.  Is this normal for a non rev. 1 board and does it mean that it is fine?  I do not want this 3090 to become another fire hazard after it almost burned my house down before.

How did it die playing Halo MCC? I have the Regular red lipped 3090 FTW3 Rev0.1 from Nov 2020 and can only draw higher than 470W in niche cases. Niche means Quake III RTX, Furmark and MSI Kombustor. But in all my games it doesn't go much above 440W, PCI-E is limiting performance in all my games at 80W,  it spikes to 455-475 for fractions of a second. My concern is the 82W PCI-E power draw though as that might be a time bomb, and the card might not make it much past its warranty period. I already played Halo MCC for about 7hrs on it without issues. I am afraid to RMA it and even if they accepted, might send back a card with the PCI-E power draw issue again.

The card is working good with 10500 mhz on the ram and 2100 mhz on the gpu. 
 
Any tip? How is the situation with evga about the power balancing?

I've left well enough alone with mine, as I am in a similar situation and it's working well. As to power balancing, EVGA_Jacob responded and answered questions about the special RMA program for that particular issue. Post #2 in this thread if you want to see some of his responses that I copied.

The card i sent for RMA could game +1250 +100 easy and bench even more, BUT clocks where not steady which leads to lower average FPS than having a card with steady clocks. I used XC3 BIOS always and no problems, the new one (rev 1.0) downlocks but doesn't jump and not even close to the one i sent, sad that is broken. You have to decide what to do, if you have a strong motherboard and PSU i'm sure you won't have any problems unless you bench all the time to the limit, if you bench eventually and game don't think something will happen, but that's my opinion.
