OK so to summarize, the power balance issue is revealed in one of two ways:

What sort of power delivery spread would we expect to see?

 
It's easier to see the problem with GPU-z switched to average as far as the spread across the various 8-pin connectors.  Where showing the max value will have results like you describe when I run Port Royal and take averages I get this spread (please note this includes time at the start of the run where power draw is very low pushing these averages down as I don't know how to reset without un-focusing the benchmark.  I suppose I could log to a file and then render the data in Sheets but that's actual work.):

Hi folks, could some kind soul please point me towards how I test / demonstrate the power balance issue? 3090 FTW3 non ultra here.


Open GPU-Z and run Heaven 4 whilst power and voltage sliders in MSI Afterburner are cranked to 100% and beyond. Then see total GPU power usage in GPU-Z sensors page.

I tried to benchmark my PC in TimeSpy my 10980XE at 5.2Ghz is getting almost 20000 CPU score which is a lot higher than TEC cooled 10900K by about 2000 points but GPU (FTW3 Ultra 3090) is pulling me down. If it could use all the power and stabilise it's clocks I'd been much much higher in the table.

Yeah at idle I'm around 28C as well. This was using the 1000 watt kingpin bios set to 540 watt. My card hits voltage limit at 500 watt. With the XOC 500 watt bios I usually sit around 450 watt usage. I went back to the XOC bios as the Kingpin 1kw bios does not play nice with the nicehash miner.

 


But my one is 28C when it's fully loaded...



Huh are you using a chiller along with liquid metal paste? Not sure how 28C is possible at full load ~500W without exotic cooling. 


Not 500W because the GPU is gimped and I'm running 4x 480mm + 1x 240mm with 2 pumps and lots of 3000RPM fans. Ambient of 18C as well.

None of them will work like you expect except maybe XC3 (still power limited) and it will void your warranty.
