Guys the only way for me to not hit power limit is to undervolt to 0.8V, overall tdp will be around 70%.

16:15 0h RW/O Slot Power Limit Scale (SLS): specifies the scale used for the slot power limit value. BIOS sets this field and it remains set until a platform reset.
14:7 00h RW/O Slot Power Limit Value (SLV): Specifies the upper limit (in conjunction with SLS value), on the upper limit on power supplied by the slot. The two values together indicate the amount of power in watts allowed for the slot. BIOS sets this field and it remains set until a platform reset.

For those who are RMAing their original red lip carded, it's no guarantee that you will receive a black lipped card. My Cross Ship RMA came and it is also a red lipped and it's also scratched up on the bracket.

Why not, if someone rma returned a card that is working as expected at stock specs it is normal for such cards to be repackaged and redistributed

Why not, if someone rma returned a card that is working as expected at stock specs it is normal for such cards to be repackaged and redistributed



 
Sorry.  I doubt this happened.  By law a retailer and/or manufacturer must sell the item as "refurbished" if the box has been opened.
 
Plus, if your reason for sending it back for "Red Lips" was on your RMA, then it seems odd you would get a duplicate of the same issue.
