this bios its for water-cooling only ?

Can someone may provide the default BIOS for the RTX 3080 FTW3 Ultra?
In the 3090 BIOS BETA thread the author also provided them, but here they are somehow missing.

I had the problem that my graphics card seemed to have the default OC BIOS twice because nothing changed when I changed the switch. After I installed the RTX 3080 FTW3 ULTRA normal BIOS from here, the fans also finally turn off in idle.
Is the normal BIOS here the default BIOS which is meant to be on the card usually?

Make sure your system is OFF completely.  Then put your switch on OC (make sure it clicks all the way)...boot up....then flash the OC bios...then shut down completely...switch to normal ...boot back up and then flash the normal bios.
 
It took me 2 times to get it to stick.

My system was completely turned off. A friend of mine also has a FTW3 Ultra and had the same problem. We switched from OC to normal mode, but the card was still noisy and at idle the fans were still running.
Can I download the default normal and OC BIOS somewhere, which is on the card when it comes out of the box?
At the moment I'm using the normal BIOS from this thread here, but I'm not sure if this is the default BIOS or a beta version.

IMO, you should shutdown twice on the bios you want. I can't comment on this card, but the previous video card I had required you to shutdown twice to have the correct bios showup. So turn off the machine, select the bios you want, then turn on the computer. Then shutdown again and turn it on and it should be in the correct bios.

Note, that bios posted by him is just the regular power limited bios, but once you convert the card to a Hybrid, you can flash the XOC 450w hybrid bios.
