Congrats to those lucky individuals who got their cards today! My watch continues I'm still at noon before launch day, be ready for full blown tantrum if we get to 90 days / 3 months with no card come 12/16 :)

I'm not even waiting. EVGA's silence on their 3080/3090 base model queues is offensive while they ship brand new Hybrids, and I'll keep raising heck until they address it. It's up to the consumer to hold companies accountable for their (in)actions.
All I can do is wait, still we cannot blame eVGA for taking advantage of the situation they are going to stick with what the tall bars show. Albeit the thought of jumping ship and getting a card from another brand might have to happen which makes me sad, I've only purchased eVGA cards since 2005, I think the first one I got was a 5200 or 256? I cant remember.
Of course we can, if they don't communicate this to us. As I've repeatedly said in other comments,
I am not opposed to the practice itself, merely their refusal to communicate appropriate expectations to those of us they let sign up for products they had zero intention of making this year. agathorn

In a capitalist economy you speak with your wallet. If you feel EVGA is doing wrong and you want to hold them accountable, then the way you do that is you leave and take your business somewhere else.
Normally I'd agree, but when market circumstances restrict you to two GPU makers, many of whom share AIBs producing similar designs and specifications and pricing, then "voting with your wallet" is meaningless since the "option" (in my case) is withdrawing from the market entirely. Nobody else is making 3080 cards in the same size and traditional cooler design as the XC3 other than EVGA. As I've outlined in other comments, the ASUS TUF are the next nearest in size, but inconsistency in deliverables mean there's a non-zero chance I'd require case modifications to get it to fit.
Your only option in a market like this is to speak up loudly and firmly, and hold companies accountable.
Not participating doesn't bring about reform.
