Yes sir.  My XC Gaming is from around April or May 2019, you would think that would be old enough to not be a problem?

From a scan it looks like I'm on XUSB-FW Version ID: 0x70090003, so no dice on the 380w bios.

Would there be any issue flashing the FTW3 hybrid bios with a higher power limit on a XC2 Ultra? Or would the XC2 build date matter there as well?

I had a FTW3 vbios loaded to both of my 2080 ti xc gaming cards. Had no issues. Mine were old like some of the first ones made, so you might run into the issue if yours is newer.
