I have a Processor    Intel(R) Core(TM)2 CPU          4300  @ 1.80GHz, 1795 Mhz, 2 Core(s), 2 Logical Processor(s)
with a 375 wat psu and a 4g ddr2 Ram dell xps 410.  I was wondering how Much I can overclock my card with out getting to hot as of right now. cores, 1 is about 40c-50cMax and core 2 is about  33c-66c my GPU on idle is about min 33c Max 49c While playing Rift I seen it jump to like 65c  Would it hurt my mother board if I over clock it like 10% to  15%? and how much more fps would I get 1920by1080p

I'm Using speed Fan to Test out my Temps If you need to know Thanks I'm also plan on getting a newer p.c with a newer mobo and cpu some time in the feature

In my opinion, your Power Supply is not going to be enough to handle the load. You really should at least upgrade to a 500 watt unit. There are psu sources out there for dell. What you could do since you're upgrading anyway, is get a new Overclockable Mobo and power supply, and use your cpu and everything else until you're ready to go for the rest. That will give you the ability to clock that cpu up to about 2.8-3.0, and the card can be sped up as well.
What OS are you using? How many hard drives/DVD drives?
Here's a mobo that'd work great for you and is upgradeable to a 3.2 Ghz Quad core w/16 gig RAM...

Rig is a partial update on the old Gigabyte P43/Q6600 OC rig... The WD HDD's, (13TB, total), Blu-ray & DVD burners,  GTX750ti FTW & Supernova 850 G2 psu, migrated from old setup... Will get an 11700K, and an RTX 3060 12GB Black card, when I'm ready to OC... Windows 11 Pro set for performance, and it runs at 4.2Ghz...

Windows 7 64 bit 1 dvd rw bay and the other is a Cd burner I think.
It don't seem like I'm having problems Yet the card seems fine and not over heating as we speak idle Temp is 30C. I'm thinking of getting a noun Dell gaming computer Costume build  So it should be un lockable. My gt 220 was Dieing on my so I had to get another card a sap I just did not want to buy another card that can't push out the performance

I agree the CPU is rather weak and would need to be overclocked to see some real performance gains, but you wont be able to do it on that motherboard. A 375W PSU would be enough to overclock the graphics card but I would consider a higher wattage unit to avoid pushing it too hard. Depending on your budget you may want to consider building a new computer since that motherboard will not fit in an aftermarket case. It's one of those proprietary boards that will only fit in that Dell case. This is what yours looks like when you open it. (Note: the PSU has been removed)

Yep, your system's really close to the limit power wise. Antec's PSU calculator says you're using 337 watts with no OC. You only have a 38 watt cushion. Not good. It works, yes, but your PSU will burn itself up fairly quickly. I own 5 Dells, (3 Dimension 2100's and 2 Dimension 2400's). One of each has cooked the PSU under normal usage. And no power hungry video card.
Point is, their PSU's tend to be on the cheap side. Just be careful... Don't be surprised if issues crop up in the next month or so.
A home build is much more satisfying, (and half the money spent, major plus!), than a non-upgradable propreitary factory build. Basic assembly of components is very easy, just READ the directions First. It's kinda hard to mess it up, actually. Biggest thing is to follow directions explicitly. You installed your card, so you could handle it.

That really depends on what you want to do. If you would rather stick it out and save up for a computer with a leap in performance then do that. If you're trying to stay on a budget and get more performance out of what you already have then I would suggest the following upgrades:

$40 - Thermaltake V3 case (decent budget case)
$41 - ASRock G31M-S (budget socket 775 board with OC capabilities)
$35 Cooler Master 212+ (your going to need a new CPU cooler, this is a great budget cooler)
$60 Silverstone ST50F-ES PSU or $70 Corsair CX500 ($50 after MIR) (both power supplies are quality brands)

Well keep in mind that any aftermarket motherboard you buy will not fit in your Dell case. It would physically fit, but due to the mounting differences the I/O side will not be facing the rear like it should. Compare the picture of the Dell XPS 410 above and notice the front of the case is on the left side of the picture. Here is my case with the standard mounting, notice the front is on the right side of the picture.

I just left an XPS 630i, gave it to my Dad, because after figuring everything out and seeing how totally screwed I was pretty much, I just did a complete whole new build. I hate how everything is proprietary for Dell.

So I guess if you wanna build a rig, you'll have to order online. I know AMD is cheaper, but Intel is better overall for compatibility, and preferred, especially for the first time builder. So in your case, I'd order a mobo, psu, and case, and use what you have already for the rest. Then you can upgrade things piece by piece. It's much easier on the wallet that way. Goto www.microcenter.com and have a look at thier goodies. Their prices are better than everyone else, and they have 23 stores in  major cities across US. I shop at the store here in Denver, and my mouth waters everytime I walk in the place, it's freakin' awesome! Total Geek Heaven! They also sell prebuilt storebrand systems, which as far as I know, are upgradable, by the way. they also sell Dell, HP, Apple, E Machines, etc.  And again, their prices are better than even the mfg's. Check 'Em Out...Right now in store specials include: i7 950 cpu for $199.99, ASUS Rampage III mobo for $299.99. Both items are $79 cheaper than anywhere else.
