A 750 watt psu for a 3080 is a bit low when you account for power spikes. If you have it you can try and run it, but if you are looking to buy a psu then I would go with a minimum 850 watt gold rated or better psu for a 3080 based system. Even at 850 watts that might be cutting it a bit thin and over time the psu may not be able to provide enough power as the unit degrades.
Other factors which could impact your psu choice would be CPU and if you are overclocking your gpu/cpu as well.
Right now EVGA has a couple of 850 watt gold rated psu's available for right under 100 bucks. You might have to pay for shipping but at that price with a 10 year warranty from evga is pretty good.
