Precision XOC has a bad habit (bug) of not saving changes to settings unless you close Precision XOC after making and applying changes, otherwise, the changes won't get written/saved to the .cfg files.
After making and applying any changes whatsoever, including fan curves, close Precision and open it again and make sure your changes remain.
If you make and apply a change to an existing profile, right-click it to delete that profile and then right-click it again to recreate it.
If you make changes in HWM, close HWM before closing Precision.
The main thing is to close Precision after making/applying any changes..Click OK where applicable..Then it should work (reasonably) fine.
I would not set a 2D and/or 3D profile in the Profile tab of the settings because that can cause Precision to unexpectedly close and lock the fan control, consequently leading to possibly overheating the card..Leave those set to 'Not assigned'.
You can use MSI Afterburner instead of Precision, but only GPU fan control will be available on cards with iCX cooling.
You can also set a manual/fixed fan speed and close Precision (or Afterburner) and the fixed fan speed will remain.
