This says Windows 7 does not have that file. Not sure if your program is defective or if your using Windows XP. Seems to have a fix for it though... Just follow the steps.

The hal.dll is your OS's hardware abstraction layer. It is part of the core OS and not the video drivers. If you are receiving a BSOD pointing to the hal.dll then you will want to check and see where it is being called from. The only place it should be getting called from is the C:\Windows\System32 directory and should look something similar to the following screenshot for Windows 7 64-bit in relative size. I have my system updated to the latest patches so it should be around the size presented here. If you are seeing it called from elsewhere I would advise you to look at some kind of virus checking/trojan checking tool to see if you have been infected.

You can repair any of the system files by using the command 'sfc /scannow' from an elevated command prompt. It will go through the system files and repair anything that is corrupted for one reason or another. Should be relatively fine without the need to reinstall the OS.

If your dll is damaged or bugged, you could try to download a new one and replace on the windows/system32 folder. Just watch out for unreliable sites when downloading.

First, I want to thank you for the answer. I passed the test sfc / scannow, nothing. And when I pass this test, I can play for a few days but after I get the bluescreen. I passed antivirus and trojan remover, nothing again. For the hal.dll file, I have it in two directory (takes a look at the picture) then what do you think ?

Provided that it is not being called from there it should be fine having one in that location. That is a specific repository for an architecture that you may not be using but it is important for Windows to have specific abstraction layers for hardware that could potentially be used. The c:\windows\winsxs directory is a catalog of information where specific CPU/Hardware types are stored for future use if necessary.

If you use an application like Process Explorer you should see all the working process applications, DLL's and the like running on your system. Use the 'find' feature at the top of this application and you can search for the 'hal.dll' and see where it's being called for since Windows 7 normally does not use this any further. Doing this will show you where it is being called from and usually, if it happens to be used, it comes from the C:\windows\system32 directory. If it is being called from elsewhere it will show you that location. I would suspect any other areas that is being used to call that specific .dll file. Don't mistake the MSI Afterburner variant, RTHAL.dll as this as it's is for Riva Tuner's hardware layer to your video card. I'll show you an example of process explorer:
