Z390 Ace + EVGA 1660 all items power on, no GPU output

I have a new Z390 Ace+ Intel 9700K + GeForce 1660 (1667-kr7) + 850 W PSU. Equipment i sconnected OUTSIDE the cabinet for pre-test.
When I turn on the PSU, the mobo "power" button lights up. When I press it, the GPU & cooler fans spin, RGB RAM lights up and mobo error LEDS indicate 00. But there is NOTHING on my DVI connected monitor (which was working on another system). The DVI cable is brand new, as are al the other parts. When I press the monitor "menu" button, it says it is in power-saving mode.
 
I have triple checked all connectors for tight connection.
 
ONE worrisome point: the GPU wobbles side to side in the PCI-e slot (closest to the CPU), although I have pressed it secretly into position. And yes, I have connected the 6+2 pin cable (8 on one end into the PSU, 6+2 on the other end with all 8 plugged in).
 
I would appreciate any suggestions for testing/fixing this problem.

    Are you saying the card is sliding back and forth within the slot itself? If so that's not right, if another slot is available put your GPU in it and check to see if it works. If it's actually sliding within the slot it's a bad pcie slot or bad pcie on the card itself.

    The card isn't sliding within the slot, but "rocking" side-to-side (cross-wise). I tried another slot and it was the same. HOWEVER, I got it all working. The VGA power connection at the PSU was not in tight enough. If there is supposed to be a "click", it isn't very loud. It's an EVGA Supernova 850 G3 Gold +.

    Glad to see your issue fixed.
