AnsweredZ270 FTW K & I7 7700K overclocking - Advice please.

Hey fellas, I'm having a little trouble with my overclock remaining solid.
As can be seen in the Overclock pic i have overclocked my 7700 to 5Ghz & VDroop is dissabled.
If you check the CPU State pic you can see i have turbo & EIST enabled.
However when i boot into windows my core speed ranges from .8Ghz upto 5Ghz obviously depending on what load the rig is under.
I was under the impression with the overclock & CPU states i have set this should result in a solid 5Ghz overclock regardles of the load ( Am i mistaken in this assumption ), If so how would i set my bios to keep the overclock solid.
I know alot of you will wonder why i would want to keep the cpu locked @ 5Ghz as keeping this setup running will prolly reduce the lifespan of my CPU which i undestand.
But if i set a speed i would like to see it remain @ the set speed & not fluctuate.
Any help would be greatly appreciated.
On a side note how does a CPU with a base clock speed of 4.2Ghz drop to .8Ghz under windows.
Also this is on a completely fresh install of windows done about 2 hours ago on an M.2 SSD mounted in the M.2 slot under the graphics card.

In the Windows Control Panel -> Power Options, change the Power Plan to "High performance" instead of the "Balanced (recommended)" default setting if you have not already done so.
 
Windows dynamically changes the core clock speed based on the Power Plan setting.

Much appreciated sorted me out :) can't believe it was that simple or that i hadn't done that 1st as that & shutting down irrelevant services is the 1st things i normally do, musta had a brain fart/

You're welcome..Yeah, even if Intel SpeedStep is disabled in the BIOS, Windows will dynamically override it according to the Windows Power Plan selected.
