X299 Micro ATX 2 Cold boots @ 4800Mhz / Warmboots 4700Mhz? with my setting @ 4700Mhz

Question if any on else has come across this issue... 
I have a X299 Micro ATX 2 with bios 1.13 on it... I have my i9-7920X set at 4700Mhz @ 1.247v, as shown in the pictures, but when I cold boot the computer it will boot initially @ 4800Mhz @ 1.357 volts, then I do a warm reboot and the setting will be correct. Or seem to be correct afterwards. It does this on every cold boot...
 
I also looked at HWMonitor 1.44, as a verification as well, it show the same for Cold boot and Warm Boot.....  Anyone else run it to this??
