X299 Dark SLI won't run @ x16/x16

See attached screens.
 
Even under stress test(s) (tried everythimg from timespy/firestrike to GPU-Z render test) to 4k gaming on max settings. Can't get it to use the full bandwidth. 
 
As you can see, the cards are in PCIe Slots 1 and 4 with an EVGA NVLink 4-slot bridge. The PCIe Slots are recognized as PCIe v3.0 x16.
 
Any ideas?

    Thanks bcav. Makes sense. I didn't put the NU card in the bottom slot because it hits the fan. Will fit just ends up being a little bent.
