What is temp tuner?

Hi - could someone tell me what temp tuner is / does?
 
I have a custom loop 2080 TI build.  I just noticed temp tuner has a flat curve at 2100 Mhz (see pic).  I don't know how this got set (I'd love to know!) but more importantly whether it might be interfering with my boost clocks.  My temps never get above 40C ish so I don't want this thing getting in the way of that 40C headroom I've got to play with.
 
Grateful if someone could shine a light ...

    @40 C & below ... it should never come into play
     
    in your photo ... not enough load being put on the card - to even require more MHz (88%)
     
     
     
    The MHz will not be Forced to drop based on Temps below ~88C
     
    That is how I interpret the chart
     
    I have not played with it on my 2080Ti (s)
     
     
    Run GPU-Z & check the Sensor Tab --> While under load ... PerfCap Reason - tells you what is limiting the GPU

    Hi - thanks for replying. 
     
    In that photo there was no load on the card.  It was just a photo to show the line on the graph.  I know what the perfcap is all the time as I have an AIDA64 sensor panel on a second screen reading it out to me loud and clear.
     
    This is all a bit of a digression though.  That line on the "temp tuner" can only be read one way - between 60C and 88C performance is limited to 2100 Mhz (and after 88C it is more drastically limited).  I don't want it "mothering me" at 60C 65C 70C or whatever.  So my questions bother remain (1) what is this thing; (2) how do I change it?

    Just did a clean install and went from 1.0.3 to 1.0.4.  Now the temp tuner graph looks like this.
