Have you tried uninstalling drivers with DDU, then doing a fresh install of the latest driver?

Nope, I removed the drivers and the NVIDIA folder before I installed my 2080, and windows didn't install new drivers after I did.. I updated to the latest drivers today, and rebooted, that's when I started noticing the weird stuff.. maybe I"ll go back to the previous version I had installed and see if it continues

considering the static nature, i'd first believe these are Tiled cache or color compression artifacts. Are you using 416.94? you should be. it fixes up similar artifacts in hitman 2.

Those aren't artifacts you'd get through defective memory or gpu cores, those are glitches from the hardwares tiled cache or colour compression

Fallout 76 was just released yesterday. Expect bugs to be found. Pretty sure your issue will be fixed later with game/driver updates.

Can you share screenshots of your in game graphics settings you are using and any other overrides you made in the NVIDIA Control Panel so that I can file a bug and look into this? I don't own this game so can you better describe how to get to this area where it reproduces so i can provide instructions to our QA team? As for your BSOD issue, is this game the only game where you are getting a BSOD?
