Voltage fluctuatiions Classified z690

I really didn't know how to title this thread other than the way I typed it. After a windows update I noticed my base clock wont stay set and fluctuates between 98.9 and 100.00. which is causing all my cores to jump around. gpu and cpu wattage wattage all is fluctuating as well. before said update everything stayed where i set it. 
 
ive changed power plan in windows to performance. ive changed vcore target  to override. but once booted into windows ELEET is showing adaptive.   
 
Updated bios to 2.12 no luck. im thinking a voltage control setting some where is set to auto or something. im confused as all heck right now   
 
mobo: classified z690
cpu: 12900k
gpu:evga 2080ti
psu: Evga Supernoza 1300
Ramm: 32 gigs corsair dominator ddr5 6000

    Spread spectrum usually causes that.
    If you have spread spectrum enabled, I would leave it enabled and not worry about it.  Personally. Disabling spread spectrum can cause reduced wifi and bluetooth performance and reception, reduced USB transfer speed, and I think it can reduce PCI-E performance.

    where would i find this in the bios. sorry this is my first evga board and first time seeing this. i swapped from ROG boards over. outside this little and i mean little issue im very pleased with this board.

    It's usually somewhere with CPU features, but like I said, it is beneficial to leave it enabled.

    never mind i found my heating issue. i just cant delete this so i just edited it lol

    Got the clocks to stabilize that’s what i had an issue with. when the voltage changed so did my clocks. And not by a little. Almost like it was throttle itself beat way I can describe it
