VGA led on motherboard is on, suspect bad graphics card

My PC won't post.  The motherboard checks the CPU the ram and then gets stuck on VGA.  I suspect this is due to a bad 3090 FTW 3, but I'm not sure.  Also the 3090's fans spin up for a second then stop.  I'm thinking of RMAing the card if I can't find a solution or at the very least contacting support.

    Is your motherboard from ASUS?
    If yes common problem with EVGA cards since 20 series. 
    Bios error: LOAD VGA BIOS then just black screen

    It's the Gigabyte X570 Pro Wifi.

    Not saying this is your issue but have seen this on other boards and the fix was a bios update on the MB.  Just trying to help. I know its annoying as hell to be stumped.
     
    Also was it working prior to this issue or from install?  If it happened from first install I would surely check BIOS update options on the MB.

    I haven't installed the OS yet, I can't get to the bios like I could previously.  I checked some videos on Youtube on this issue and someone installed one ram stick and it worked, so I don't think I've really checked all my options, pretty new to this stuff.
