Trying to adjust fan curve

I just got my 3080 FTW3 and added the Hybrid kit. I have flashed the bios to the hybrid normal bios. I swapped the fans out on the cooler to Arctic P12's which have a max rpm of 1800. I currently have fan 1 and fan 2 set to 30%, but fan 1 is almost maxed out on rpm while fan 2 is reflecting what I would expect 30% to be. How can I adjust this to lower the rpm on fan 1 as it does not seem to change rpm regardless of settings. Thanks!

    Go over two pages in Precision, to the fan curve settings, and make sure to tick the box "Fan Curve Control"

    Fan1 should be the AIO pump if everything was hooked up per the instructions, which cannot be changed and runs at max speed regardless of setting.

    If you want to be able to control the pump speed, you'll need a special header adapter and a long cable to plug it into a fan controller on your motherboard or a stand alone fan controller.
