Like the title says, I have a burning question that I can't seem to find the answer for. I have a brand new freshly installed GTX 1080 Ti ICX card and while fiddling around with the RGB lighting on the card for the first time, I noticed these three blue lights above the logo. (See the pic below.)
 
Does anyone have any idea what they are and perhaps more importantly, should I be concerned?

I don't have an ICX card, but my guess is that those 3 lights represent the temps of the core, power, and memory.  Thermal status LED indicators to be more precise...

Yup, thermal status indicators. Blue = the coolest level in the progression.

You can customize the 3 temp Zones at which the LED go: Blue, Green, Red
 
They are Black = Off if your set temp for lowest item is Above the hardware temp
 
First Temp Blue @ 40 C  ---> card is 39 C = black / LED would be off
