Hey there!
 
I just installed a GTX 3090 card this past weekend and I've been running some games for testing such as Borderlands 3 in DirectX 12 Ultra quality. I'm hitting around 90fps at x2180 and the temperature is maintaining at 79 degrees but the fans are constantly spinning up to very high rpm and shortly after spinning back down, over and over again, instead of remaining at a constant speed, which seems wrong.
 
Has someone already troubleshooted this issue?

You might want to list all your system specs....& how many monitors , etc...

There have been several posts on this board from people with the same issue, including myself.
 
I RMA'd my first FTW3 3090 with this issue, but unfortunately the replacement card I received has the exact same problem. (first card was serial 2014, new card is 2012)
 
For me the severity of this issue depends heavily on the game I play.
The game that gives me the most issues with fans going crazy is Anno 1800. I just stopped playing this game since the noise of the fans ramping up all the time is incredibly annoying.

I have the same issue with the same card except the fans (fan 2 mainly) also undershoot as well as overshoot the expected fan speed at random times. The stranger thing is that I can only recreate this issue in GTA 5, and so far only this game, from the several games I've tested, and only when the power limit is above the default.

Atm, I'm under the impression that it's a bug within driver/firmware or the game itself as I cannot recreate this issue in any other game (many being more demanding than GTA 5) aside from GTA 5.

Flash the OC bios onto the OC bios switch. it fixed my issues with my fans on my 3090. :)

Thanks! I got a response from service center and it looks like they recommended starting with the Precision X1 software to control the fan speeds. I'll try that first since it's less surgical and if it doesn't work I'll try the OC Bios as you suggested. Eek!

Quick update on this for anyone else running into this scenario. After installing Precision X1 it detected a new firmware update and after flashing it I wasn't having the problem anymore.

OK it turns out the 3090's firmware update didn't solve the issue on its own.
 
I'm drawing this conclusion because I reinstalled Windows later and the behavior returned. It wasn't until I reinstalled Precision X1 that the fan issue went away again. I'm a little annoyed that I need this OEM software to get the fans to behave. That should be taken care of correctly by the firmware.
 
Hopefully there's a firmware update coming that addresses this.

@enkrypt3d's solution worked for me.
 
I have an 3090 FTW ULTRA that I purchased in Jan 2021. After a few minutes of any GPU rendering, fans 1 and 2 would stop and fan 3 would spin right up to 98%. I updated the "normal" firmware on X1 with the same results. I tried finding another firmware, but you need an engineering degree to figure out the firmware thread on this forum :-|
 
I just found @enkrypt3d's post here. I turned the OC switch on and used X1 to update the OC Bios to 94.02.42.80.27. Everything is working as it should now. I am not overclocking at all: Power is set to 100% and GPU Temp is set to 83%. The GPU runs between 93% and 103%. The temps are all under 80 now.
 
When the fan issue was happening, the temps would hover between mid to high 80s.
 
As a side-note, I have another 3090 FTW Ultra on my renderfarm. It was purchased more recently and is running on a Linux machine. It does not have any issues with the fans rendering the same material.
