I bought a evga gtx 1060 SC 06g-p4-6163-kr heatsink missing one standoff:

 
does anyone know where i can find a replacement ?

    Might be the same as a motherboard standoff that come with computer cases that you might have extra..Other than that, a PC repair shop should have them..Would need to be the exact same height as the other standoffs on the heatsink..If you find one, I would apply thermal paste and tighten down the heatsink, then remove it and check for good/uniform contact..Might take a little filing to get it right.

    That 1060 heatsink looks like the sink from the first half of my gtx780,the section thats for the gpu. Anyway, OP do you have any other graphics cards that have bigger heatsink/shrouds? An old card you dont use anymore? Steal it from that. Maybe a buddy has one or the local goodwill can sell you a dirt cheap card for 10 bux for parts.
