No idea what I did to upset things, but even after installing the old drivers that worked correctly, my GPU clock won't increase while gaming like it used to. I was able to move the slider up to 1000 to get my game playable again, but I shouldn't have to do that. The new driver that started the issue: 516.94 The old driver that used to work: 512.95 I've done several installs using DDU in safe mode, but nothing helps.

It was at 25. I have never touched that slider, so I thought 25 was the default. Also, the behavior persists when Precision X1 is not running, but my custom fan curves do not.

Uninstall precision or AB and then do a DDU and install the 512s. See if that fixes it.

Doing a driver update while Precision is running has proven to cause this problem in the past. As said, uninstall Precision (or Afterburner, if installed), DDU, and install the driver again. That should fix it.

I'd suggest doing a BIOS update on your motherboard, looks like one just came out last month:

I'll do that later today. I think all that happened was Precision X1 got set to 25% power target during the driver install. Once I set it back to 100%, everything went back to normal. Just super confusing because I've never changed that before. To be honest, I only keep Precision X1 around for the fan control.

I did for sure. After the first time, it was probably set on the card, so it persisted through all the later driver un/installs.

Thanks for this! I'd have this issue randomly whenever installing new drivers. In the past I would fix it by doing a clean install. This last time it actually worked fine first day then next day after reboot I had the low FPS issue. I have Precision X1 installed and it did limit my power to 20%. Changed it back to 100 and everything fine now.

HWinfo is reporting that the card is drawing 403 watts at 245% TDP at idle, despite the clock being 210Mhz, and the GPU temp being a mere 44.5C.

Often, that indicates a hardware failure which requires a warranty replacement.

depending on make and model of card you might try to re flash bios also whats its temps under load? most of the time newer cards throttle down to save power when not under load try running a benchmark also try locking boost see if that helps.

I assume that you are not responding to Trantalin, because that would not make sense. Trantalin's symptoms indicate that someone unsuccessfully attempted to power mod it, or something in the power sensing circuitry failed.

Probably the latter then. Haven't modified the card at all, but I did have a pair of motherboard failures that started this all, so whatever happened to them might have damaged the card as well.
