I could not tell you about the 3090 or a 3090 TI, it's going to matter on the game and what you're doing, along with your resolution. Lots of things to take into consideration. There is not a solid you will get this much, different hardware configurations, resolutions, games to benches and their settings. 

I would assume that it would scale about the same if tested with new drivers as it would on old drivers. Any performance gain is probably across the board.  As to what is really best it would depend heavily on the game you are playing as well as the CPU and monitor.

I think for most users it will depend on a number of factors.  First being what resolution are you intending to use.  I would assume you plan on using your pc to game, so what games you focus on since some are gpu based and others are more cpu limited.  What the system configuration you currently have since if you have a bottle neck now with other components that simply adding a 3090 might not do much if the gpu was not the limitation.  
 
Performance wise the 3080 to me is still the best when you factor cost.  If you game at 1080 then the 3080 is way more than you need for most games.  At 1440 you might hit limitations at higher graphics settings but most of those can be played without them on max anyway.  With the 4000 series coming out in the next year or so, the money saved by buying a 3080 could be used in the later part of the product life to upgrade to a TI variant if they are available. 
 
Or maybe eve depending on your gaming needs you would be able to skip the 4000 series and wait it out to the 5000 series and apply the savings to help you get a gpu then.  The other variable is if you save the money and need to upgrade other components then the money saved on the gpu could go a long way to upgrade the rest of your pc given recent price drops for AMD processors.  Intel prices have dropped a bit, but not nearly as much as the amd due to AM5 processors coming being released in the near future.  1k goes much farther now for upgrades than it did half a year ago.  
 
One often overlooked item is what psu you have as well.  Does it have enough power to handle the spikes these gpus have?  For a 3080, I'd like to have a 1k psu if possible.  The psu will only provide the power needed for the pc, but the 1k gives the headroom to handle power spikes and other needs for the longterm.  For a 3090, the 1k psu is also where I would want to be but I would feel more comfortable at a 1200 watt psu if the budget allows.  The good thing is that if you need a psu, evga has been putting these on sale at pretty good prices lately.  I recently upgraded from my 1200 watt psu to a 1600 watt psu for less than what my original psu cost me direct through evga.  

I have had both, if you are looking for a major upgrade you will be sorely disappointed, If you are a benchmark whore you will score much better, you are  looking at 19% increase in performance,  most tittles you wont be able to see the difference.

RTX 4080 should easily edge out the 3090 Ti, and RTX 4090 will beat it handily.

oh they will make is marginal at best , Stagnation is here to stay and a 4070 wont surpass a 3090 ti and I would bet you a pizza on that...its very incremental and well orchestrated, price is everything . and they watch the markets closely , we can only hope the GPU market actually tanks by fall, the 2 K cards are sitting still and a recession on the horizon is where we are today , the KPE Ti may come out this week and there was only 31 in the Q... demand is still falling.
