Don't feel like typing much so im just going to post what i already type on ocn and see what answers i get. Just going to copy and paste >_<

Went to microcenter and returned my msi hawk 5770. Didn't feel like waiting to get a 460 shipped and they just got them in so i picked up a evga 768mb for $230. Totally worth the extra $30. I wondering is my psu good enough so i can overclock it. I have a cooler master extreme power plus 460w http://www.newegg.com/Product/Product.aspx?Item=N82E16817171028&cm_re=extreme_power_plus-_-17-171-028-_-Product. Does overclocking use a lot more power and what is a safe core clock i could do? Also what software should i use to overclock, should i just use evga precision?

So, i guess heres a pic of the temps. What should i show? I am a total noob at this...:(

Your power supply should be fine, I am running my gtx 460 on a corsair 400w. Overclocking a gpu does not lead to a large increase of power consumption unless you volt mod the gpu (which is not recommended, don't worry about it).

You should be fine overclocking with the tools evga provides, Precision and OC scanner. Start out with precision, up the "shader clock" to 1400 for a start. This will bump the core clock up to 700 as the "core clock" is locked in a 1:2 ratio with the "shader clock". Run OC scanner's stress test for 5-10 minutes, and make sure there are no artifacts. Keep increasing the Shader clock by 50 and running the stress test until it artifacts. When it finally does, back the shader clock down to the last stable setting.

You should get up to 1600mhz shader no problem, I myself have broken 1800mhz.

If possible obtain a slightly bigger PSU in case you want massive overclocking. I recommend Corsair.

AMD Ryzen 9 7950X,  Corsair Mp700 Pro M.2, 64GB Corsair Dominator Titanium DDR5  X670E Steel Legend, MSI RTX 4090 Associate Code: H5U80QBH6BH0AXF. I am NOT an employee of EVGA

Your PSU is just scraping the minimum requirements for the 460 (recommended 450 watts). I've been using Corsair for awhile now, and they have always been rock solid.

Assuming you are in the US, $80 will get you a VX-550 which is more than enough for 1 card, leaving you with plenty of overclocking headroom. I just upgraded from one of these and was very happy with it. Sorry, you can't have it; it's going in my HTPC :P

For only $10 more you can get a TX-650 which is a better unit, and which can handle 2 x 460 cards should you ever decide to upgrade to a pair of them and an SLI motherboard.

    Grats on your purchase :)

If you ever want to upgrade to mid wattage units, look into the Antec TruePower New series.  They're considerably better than any Corsair in the same price and wattage range.  Much less ripple, more efficiency and modular cables.

    http://www.newegg.com/Product/ProductList.aspx?Submit=ENE&DEPA=0&Order=BESTMATCH&Description=antec+truepower+new&x=0&y=0

Antec also has the High Current Gamer series power supplies on the horizon.  They'll be in the same price range, they won't have modular cables, they will have the same 80 Plus BRONZE efficiency and performance should be like the TruePower New, hopefully with less drop on the main rails but the TruePower New series regulate just fine, well within ATX spec.

As for your current PSU, you should be fine for now.  Your voltages are in spec but that's software so it doesn't mean crap.
