The FOV can be changed by doing the following:

1.In the SkyrimPrefs.ini file, add the following line to the [General] section at the bottom:
fDefaultFOV=XX

2.Then, open the skyrim.ini file, and add the following 2 lines to the [Display] section:
fDefaultWorldFOV=XX
fDefault1stPersonFOV=XX.XXXX

3. Get in the game, load your savegame, press ~ and type FOV XX. Press ~ again to close the console. Save and exit. Now load your game and the FOV will never default back.

Where XX is your preferred FOV
I'd recommend using 73.74. At least for the 16:10 1920:1200 screens.

    Nohow. I was just trying different values, and this one seemed to be the best.
    (method of Gaussian elimination?)

    I just tried to keep them within 1024 intervals. 12*1024=12288. Maybe that is important for the game engine, maybe not -who knows. Some sites recommend to set this option to 1024 or 2048 so I thought there might be some logic in that.
    8198 was still too close and 16384 looked too far so I choose the middling value - 12288, which worked alright.

    How does the amount of particles have anything to do with the FOV?

    Eh, I really don't see how:

    [Particles]
    iMaxDesired=12288

    ...could have anything to do with this.

    I took screenshots at the default '750' value, then at '1500' and up to '6000'.  No difference in FOV between them.

    Now, this:
    fDefault1stPersonFOV=your desired fov
    fDefaultWorldFOV=your desired fov
    fDefaultFOV=your desired fov

    ...DEFINITELY works.

    Actually, that shouldn't work. I made a mistake in description, which will be corrected now. Sorry!

    I thought changing the FOV using the console screen was permanent as well.  If true, it would seem more logical to use it there instead of changing the .ini file because you'll get to see the immediate changes to the FOV and you can play around with it to get a comfortable setting.

    Your questions reminded me that I forgot to mention the 3rd step.

    The problem with just typing in the console the fov xx command, is that it defaults back under some circumstances. If you change it the way I described, it will never default.

    Yeah, it kinda seems like playing the scripted sequences - especially the intro scene (in the wagon carts going down to Helgard) - resets the FOV typed into the console.

    There might be an issue with steam achievements if you enjoy them also when you use the in-game console. At least they've done so for other games.

    Huh?

    I've had no problem getting achievement since tweaking the heck out of the .ini files?

    all 3 cvars are printed to the DISPLAY section of skyrim.ini

    however, these "Sections" are only printed by the engine and aren't actually required for specifying where the settings go, you  can even add them to the end of the ini and they'd work as long as they don't pre-exist further up the list.

    Now whether they work in skyrimprefs or need to go into skyrim.ini is another matter.  an existing save game will override the values in the ini regardless requiring the user to also set the FOV in game to make the configuration permanent.
