Does an open box card from microcenter qualify for step up? It says original manufacturer warranty applies and the item is complete

No, only new factory sealed cards qualify

At this point step up queue is likely out to next spring

At this point Not too worried when I get the card just want to get one. No guarantee with the way the 3080s are that any will be available. What's the lowest model # I can buy and still get into step up queue? a 1650, or does it need to be a 20 series?

As long as it's a new card from a certified seller of EVGA cards, https://www.evga.com/Products/WhereToBuy.aspx , it doesn't matter what card it is.

Any card applies to step up, as long as it is brand new and purchased from an authorized retailer or e-tailer.

There is no minimum. Go buy a gtx710 from Best Buy, and it still counts, as long as it is brand new.
