Onboard Power Button Pulsing Green

Difficult problem to describe, but I'll give it a try.
 
Basically, when I power on the PSU the motherboard LEDs are dark and the onboard power button pulses green.
 
I just RMAd my previous board on this issue and received the replacement board today. Put in the new board and flip the power switch to the same effect! Disconnect the motherboard power cable and attach it to the PSU testing tool. Flip the switch and the PSU and case fans kick on. Reattach to the motherboard and the PSU goes dead and with the motherboard power pulsing green. I even bought a new PSU just to see if that was the problem, nope.
 
I'm at a loss, any ideas out there? Going to keep troubleshooting, but this is driving me broke and nuts.

    Oh stupid...
     
    Realized I had a usb keyboard plugged in... unplugged it and tried an old, old keyboard. Well, it worked. Board powers up.

    glad you fixed the issue. What motherboard model was this on? What key board model was causing the issue?

    Board is Z170 Classified 4-Way
    Keyboard causing problem is a Corsair K95 which requires power from a USB 3
     
    What is odd, is I didn't experience a problem with it before doing the same thing. It seemed to work fine acting as a normal keyboard. Now I'm left wondering if this keyboard has been the source of other problems I've had in the past.
     
    Anyway, hope that helps someone else out.

    USB-3 can supply more power than USB-2 but on some other MB you need a software patch
    to prevent a USB power over load event. ( people saw this a lot when trying to charge smartphones on a USB socket)
     
    I have G15/G19 keyboards that sometimes give a overload message on a restart but not a cold  boot then the BIOS will reset.
    on a ASUS P8P67 MB.  ( The G19 does have an external power supply that I do use)
     
    If you want to still try that keyboard:
     
    You can try a  (y) dongle that takes power from 2 USB ports but a USB support chip still has a max current it shares with the other ports so you MAY have to use it on 2 different headers.
