Medal of Honor PunkBuster problem(SOLVED)

I can't install PunkBuster for MOH. It works fine for BC2, but when I try to install it for MOH, it says:(from log file)
19:23:41: Failed to copy the file 'E:\games\Medal Of Honor\Support\PunkBuster\pbsvc_moh.exe' to 'C:\Windows\system32\pbsvc_moh.exe' (error 5: access is denied.)
19:23:41: can't open file 'C:\Windows\system32\PnkBstrA.exe' (error 32: the process cannot access the file because it is being used by another process.)
 
And pbsetup(official punkbuster updater) says "Error #0111: ERROR: Could not convert C/Users/Andrey/Local/Temp/pbs7EAC.tmp to E:\games\Medal Of Honor\MP\pb\dll\wc002239.dll"
 
This is pissing me off big time. I mean it doesn't even want to install in safe mode, I've tried uninstall PB and reinstalling but it still can't copy to System32. I even copied it manually, and then it can't open it. It's REALLY annoying. And yes I am administrator, I did try Run as administrator, I ended the PnkBstrA.exe process with Task Manager. NOTHING works. Can anyone help me?
And I tried downloading from PB's website the htm files, it doesn't work.

    On the C:\Windows\System32 folder, check properties > Security tab and make sure Administrators has full control.  You can also add your specific username to the properties with full control and try that out.

    Still not working. I can't apply permissions to files, it gives me an error to every file I try to apply permissions to. I have taken ownership of System32, but it's still not working...
    I should also mention that the temp files have 0 bytes...
