1300watts or feel safe with a 1600watt evga monster.

Thats disappointing. I JUST purchased a EVGA SuperNOVA 1200 P2. With that said, assuming max draw with Heavy OC is something like 425-450 watts.  Thats 850-900 watts. A platinum 1200 psu should be fine. 1.425 volts gamersnexus 9900k 5.3 ghz oc live on asus maximus was pulling about 270+ watts

1200W is plenty of power for single card or even an SLI rig air or water cooled.
You guys are going to hit the power limits/temperature throttling long before you run out of power.
 
I was benching a 9980XE at 5.7GHz and 2x 2080 Ti Lightings on LN2 on a single 1250 Enermax.
It was good up to 1.2V on both GPU's (~2300MHz) before it would trip.  I've since added a 2nd PSU for benching purposes. :D
